Karolina Jogminaitė – Matačienė

Karolina has been working in the VAT field for over 20 years. Throughout her career, she has provided VAT consulting while working at one of the BIG4 companies and served for 7 years as the head of the Indirect Taxes Division at the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania.

Karolina furthered her knowledge through internships at tax institutions in the Netherlands and Sweden, participated in discussions organized by the VAT Committee of the European Commission, and attended specialized VAT conferences held in various EU countries.

Karolina also acted as a VAT advisor for international projects related to VAT law implementation and practices in Central Asia, working with the International Finance Corporation (IFC), a member of the World Bank Group.

In addition to her consulting activities, Karolina represents clients in disputes with the tax authorities and has successfully contributed to changing VAT application practices, playing a significant role in important reforms in this area. She conducts seminars and delivers presentations on VAT application issues to both business representatives and the professional community (including the State Tax Inspectorate under the Ministry of Finance and the Tax Dispute Commission).

Karolina has authored numerous articles and commentaries on VAT application, which are published in both specialized publications and the media. She also provides input on draft legislation and commentary projects prepared by the tax authorities in Lithuania.

Currently, Karolina collaborates with the International Bureau of Fiscal Documentation (IBFD) in preparing certain publications on VAT application practices in Lithuania. She is a board member of the Lithuanian Tax Consultants Association and actively participates in discussions with tax professionals on complex tax situations and the potential improvement of tax legislation.
